Man & Woman emojis not allowing customization

I tried it on two different iPhones, and the same thing was happening each time. I wanted to use the woman weight-lifting emoji with black hair but when I pressed on it to customize, only the person emoji had hair color options. Neither the man nor the woman had options to customize hair color. Is this happening to anyone else? I thought it was strange. I can still use the man and woman emoji in its default yellow form but thats it.
