Correct. Catalina does not support 32 bit Apps, so Office 2011 does not work on Catalina.

No patch. Microsoft has not supported Office 2011 since 2017.
The only solution is to get a newer version of Microsoft office. Office 2016 with the 64 bit patch will work on Catalina if you can find one for cheap.
Or use a 3rd party free alternative such as Libre Office or OpenOffice.
