my iphone was stolen and thief changed the password of my apple id. Now when I try to recover my id it is asking 28 digit recovery code which I never set. why does it ask recovery code which I never enabled?
What is wrong with recovery procedure?

If the thief was able to change your account information, the thief likely also set a recovery key which means features such as account recovery are unfortunately not available to you. Contact Apple and see if they can do anything about this but from what the article says I would not be optimistic.

indicates a 28 digit code is a recovery key. Somebody set it.
Thief did not set recovery key. As there was no email regarding recovery key after it gets stolen. I still have access to my email account.
Last email for recovery key was from 2021.
I am 200% sure I never set recovery key either.. I even did not know this feature until yesterday. Apple seems to having some bug in their software.
Without device, this is not helpful. I cant create recovery key.
A recovery key isn't on a device, it's on your Apple account.

You can generate a new recovery key from Settings or System Preferences on a trusted device signed in with your Apple ID.
