I am also experiencing same issue, using Gmail App and Outlook App for iOS. My current OS is 16.4.1. I did tried to delete the account in Setting>Passwords and Accounts>Mail>Accounts then Delete Account. But the problem still exist. I also tried to uninstall and reinstall the Gmail and Outlook App but the problem still exist. Hoping for your immediate response on this.

Yes, I am doing that (Include Attachments in Reply), but here's the scenario. I am forwarding 8 attachments a total of 11 MB (tried using Gmail and Outlook App from iPhone). It only sent 2 attachments and the other 6 attachment won't send. When tapping Forward it always says "Unable to attach, One or more attachments failed to load and the options are Continue Anyway or Cancel". When I tap Continue Anyway then forward the email it sent 2 attachments only and not 8. I tried to use different iPhone and forward the same email with 8 attachment and it send successfully.

Just how large in size is this photo? You can only attach photos of a certain size.
