IOS 14.8 saving an email txt file attachment to Notes (or Files folder) and being able to edit it

I have some short txt files on a PC that I would like to get onto the iphone AND be able to edit them after.

I see I can save a txt file attachment to notes, but it saves as an image.

I see that ios 15+ can ocr an image, but is there no more direct route than a 2 step conversion?

Is there maybe a util that will convert an exiting txt file to a native notes format before I email it over?

Not being able to edit limits the usefulness of transferring these files.
