You cannot "add funds" to pay for a developer account. This is an anti-fraud mechanism. You must use a major credit card issued in your own name in your own country.

You could follow the directions from the dialog, contact Apple iTunes Support, and get the official answer.

Based on previous postings around here, developer program payments are not available via gift cards or other Apple ID balance.

Requiring a payment card would provide a means for Apple to perform a background check as needed or required, including checks for tax issues, bans and previous fraud, and trade sanctions, among other details. Which in aggregate would increase the cost of malware distribution and ban evasion. It also means auto-renewal is an easier option.
