Photos NOT importing to Photos app after Ventura.

Since upgrading to Ventura, pictures will not import to Photos. My Photos Library is on an external drive formatted Mac OS Extended. Do I need to reformat that drive to also be "Journaled"? Is there something else I need to do to fix the problem?

Do you mean you are using "Mac OS Extended (Journaled)?" Or are you using Mac OS Extended (Journaled, Encrypted)?" Every version of "Extended" has "(Journaled)" in the name. You can check the format of a drive with the command-i information window:

This drive is formatted APFS

For information on using an external drive, check here:

Make sure that Time Machine hasn't been on the hard drive since it was formatted. And check the "Ignore ownership" tag at the bottom.

How are you importing pictures to Photos? Do you use File>Import, drag and drop, Image Capture, Air Drop, or what? Do you use iCloud for syncing Photos on your devices?

Ahh-- that's a key, isn't it! One thing that Safe Mode does is to keep login items from loading. Are you using some app that has system-wide access, like a virus checker or hard drive cleaner? Those sorts of apps can cause havoc with the system! Check your Login Items in System Settings. And try creating another user administror and see if the same problems occur with it.

Ah… that's helpful! I opened my login items, and then unchecked several under the category "Allow in the Background." I then tried importing an image into Photos and… it worked! Thank you!

I'm not sure which items were causing the problem. Maybe some old Adobe Reader items, or likely one named "chmod_bpf". I have no idea where this last one came from, or what it's for, but it is apparently from an "unidentified developer" —which makes me suspicious.

No, this is the format of the hard drive for my Photos Library. It does NOT state "Journaled":

Conversely, the hard drive for my TV media (movies, TV shows, Home Videos, etc.) DOES state "Journaled":

Yes, the "ignore ownership" box is checked. I do NOT sync my photos between devices via the Cloud. I import photos several ways: dragging them into Photos' import folder, using the "Import" menu, importing them from my connected iPhone. None of these methods has worked since installing Ventura. The only way I can import them is by first restarting my Mac holding down the Shift key to enter "Safe" mode. Otherwise… nothing. The little import circle on the top menu stays gray, and clicking on it will open a window that says something like "Importing 0 of 7 photos." Tsk.
