Apple Card Express Transit Not Responding

Using iPhone XS Max and Series 5 Apple Watch. Apple Pay with Apple Card as the default card, also set up as the Express Transit Card. Instructions say Transit card can be used without Face ID or passcode. However does not work, as with either the Apple Watch or the iPhone, I still need Face ID and/or double click of the side button. Both the watch and iPhone have latest OSs.

Am I missing something, or is Express Transit limited to only certain Apple Pay readers?

I wish I didn't have to reach for my phone when paying with Apple Pay!
