iPhone stuck on verifying update for 16.4.1

Hmm, the timing is a little tricky. Try again:

1. Press and quickly release the volume up button.
2. Press and quickly release the volume down button.
3. Press and hold the side button until you see the Apple logo (could be as long as 30 seconds)

I used this force restart method. The phone simply restarted & the update didn’t happen. Tried to update the phone again & again it was stuck at verifying update. Force restart only rebooted the phone but didn’t update the iPhone . Please help
