Unable to back up to external hard drive because receive following message “/Library/Application Support/Symantec/Silo/MES/IntrusionPrevention/Specials.dat” could not be backed up.

Trying to back-up to an external hard drive but receive the following message “/Library/Application Support/Symantec/Silo/MES/IntrusionPrevention/Specials.dat” could not be backed up.

What do I have to do to progress?

If your Symantec product is an AV app, you need to completely uninstall it using their instructions to do so. You don't need any AV other than what macOS has and others will often interrupt normal system operations.
