iCloud Drive toggle not working on MacBook
The iCloud Drive has a toggle switch but it is greyed out and doesn't respond

I have a 4-year old Macbook with Mac OS Ventura Ver 13.3.1
I recently started using iCloud and moving a number of documents into iCloud.
In the beginning, I would select iCloud from the Finder that included a list comprised of Downloads, Applicatioons, and about 8 others,
At some point the list of 8 (including Downloads, etc) disappeared and I was left with only the iCloud and Shared. (There is nothing in Shared.)
I read that I could get the list back by turning iCloud off and restarting the Macbook. I did that, but it didn't work--and furthermore, I am now unable to turn iCloud back on--although I am able to turn on and off a number of other apps.
