Mac Issue w/ Finder + iCloud

Hi there! My finder app won't open at all/says that the application is not responding which prompts the software to say there is an issue w/ iCloud and to sign out. However, when I go into the settings on my mac to sign out of my iCloud it won't open the tab in settings no matter how much I click on it. Is there any way I can force a sign out of my iCloud without going through the settings? Or has anyone else experienced this problem? It's extremely inconvenient that I can't access any of my pdf's/downloads on my mac at all

Running safe mode , new admin account in users and groups are basic steps , finder is the primary application of Mac , if it's not opening and you can't sign out Apple ID from Mac system preferences , first contact apple support Contact Apple for support and service - Apple Support , it seems Mac OS is corrupted erase the hard drive and reinstall Mac OS Erase and reinstall macOS - Apple Support
