You can quickly and easily add and change the "input sources" table in
System preferences > keyboard
add German and switch to German.
most non-French Romance languages use QWERTY rather than AZERTY, but there are only about five keys in that part of the switch-over.
to get the key caps you need, use a sharpie marker for light colored keys, or apply a sticker for dark-colored keys, or post a typing chart on the wall near where you work.
If your keyboard has failed, Apple will ONLY replace like-for-like, not language changed.

You need to contact Apple stores or service centers in your country directly yourself to find out whether it is possible or what it might cost. I think most likely you would need to sell the one you have and buy another one.
