EVERY keyboard world-wide generates EXACTLY the same key-position-codes. The only difference with any language-specific keyboard is that the key CAPS (ONLY) are etched with language-specific characters, in addition to English characters.
This is still true for Arabic and Chinese.
ALL the work of language specialization is done inside the Mac, mainly with the "input Sources" also known as keyboard translation tables.
When you ask for a language-specific keyboard, ONLY the Glyphs on the plastic key caps are changed, and NOTHING else. If you could use a Typing chart on the wall, or the Keyboard Viewer in the Mac, or put stickers on the keys or mark them with a sharpie marker, you would obtain the same effect, just slightly less visually appealing.

Regarding your specific query: It completely depends on where in the world you are, and whether the keyboard you want can be obtained easily. If it is even available, I expect think the cost for doing this will be quite high. You should inquire at an Apple Store, if available where you are.
