When I am transiting on public transport and have maps in the background the double click feature from the Lock Screen doesn’t open wallet it just goes to maps. This is annoying since I need maps in the background but need to use Apple wallet to pay for trains and buses. How can I make it that a double click on the side button home button goes straight to the Apple wallet like normal when maps isn’t open

If so, there isn't a way to disable this. To access Wallet you will need to unlock your phone by entering a passcode, Touch ID or Face ID and then double press the side button or home button.

Please adjust the speed of the Double Ckick.
Go to Settings > Accessibility, then tap Side Button (on an iPhone with Face ID) or Home Button (on other iPhone models). Set any of the following: Click Speed: Choose the speed required to double-click or triple-click the button—Default, Slow, or Slowest.
Unfortunately the issue is if maps is in the background any button preseed will open maps even just one button so the speed doesn’t matter
