How was your new phone set up?

You should have restored a backup made from the previous iPhone before it was stolen to get all your data back.

Alternatively, if using iCloud to store photos and contacts, you should make sure its turned on in Settings ➜ Account (top of Settings) ➜ iCloud and make sure both Photos and Contacts is turned on there.

Also, if you were using a 3rd party email account to store contacts, make sure you have added it to the new iPhone ion Settings ➜ Mail ➜ Accounts. If it is added, make sure Contacts is turned on for it.
