I need to reset my phone that from my iPad but I cannot get into either with no Wi-Fi

From your post, it sounds like your iPhone is disabled due to a forgotten passcode. If you're unable to complete the steps in the support article you posted from, you'll need access to a computer that is connected to the internet. If you don't have a computer and you can't borrow one, you need to go to an Apple Retail Store or Apple Authorized Service Provider for help: Find Locations

You cannot use an iPad to reset the passcode on your iPhone. If you have an Internet connection to a Mac or PC, one of those devices could be used to reset the iPhone. Maybe you have a friend with a Mac or PC that would let you use the computer for 20-30 minutes or so.

You won't need a computer if you use the instructions in the link below.....but.....you will need to have a Wi-Fi Internet connection.
