iOS 16.4.1 keeps saying unable to verify update

I bought an iPhone 11 Pro a couple days ago and I have not been able to install the latest iOS update which is currently 16.4.1. I have downloaded and reset the IPhone multiple times now and every time I click install it loads for a couple minutes and then says unable to verify update. Please can someone help! The phone is pretty much unusable to me if I can’t do this as without the update working I can’t transfer from my old iphone
