I created an album moved a bunch of pictures to that album I created, then went back into all pictures and deleted them out of there. When I went back to the album I created it deleted them too. Are they gone forever?
Go to the recently deleted folder and recover them from there.
When you put photos in an album, you don't have multiple copies. There is only one copy of the photo in the library. You will see it in both the album you put it in and "all photos". If you delete it from one, you delete it completely.

I’m glad you found the photos. Now make sure you back them up, ideally in multiple places, so you will still have them if your phone is lost or damaged.
As a minimum, go to Settings/[your name]/iCloud and turn on iCloud Photos. This won’t protect them from accidental deleting as you did this time, however, as iCloud Photos will always sync to what is on your phone.
So also export them to a folder on your computer, and subscribe to another backup service, such as Google Photos, Shutterfly, Dropbox, Box.com, or similar.

The only way to mark any data as being valuable is with backups.
