It won’t let me download any apps at all. It says it won’t let me because I have restrictions turned on. I have some restrictions but none of them keep me from downloading apps. It deleted all my apps randomly, and won’t even let me redownload those.

Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes.
