My iPhone SE says there’s a restriction preventing me from downloading apps
devise not let me download apps from app store. says devise has restrictions on it to stop downloads

Then turn restrictions off by going to Settings > Screen Time, and scroll to the bottom to Turn Off Screen Time. A passcode may need to be entered if it has been locked to prevent changes.
