Trying to figure out how to change the bold time on the Lock Screen in the IPad (there since the most recent update). Click and hold (like on iPhone) doesn’t work, nor does settings -> wallpaper. Any tips on how to do this?

Well that’s a bummer. I guess I’ll stop trying to fiddle with it then!
I see my product testing part of the question got removed (asking if this was demanded by consumers or what), but maybe they’ll let me ask: do you know why this change was made?

Unlike iOS16 for iPhone, iPadOS 16 for iPad does not support lock screen customisation. Likewise, the new active Astronomy and Weather Wallpapers are currently exclusive to iOS16.x for iPhone.
Whether or not these features will ever reach iPadOS is known only to Apple.
Contributors here are all end-users, just like you. Other than information published by Apple, nobody here has any insight into Apple’s future software update or product development roadmap.
