Since trying to prove my identity by using my phone to take a photo of my license isn’t working for accessing Apple Cash. Can I make a photo copy of my license both sides and use that to identify my identity?

The identification requirements are because of the Patriot Act and other Federal statutes. It’s what’s known as > Know Your Customer <.
Here’s what has to match, Drivers License, Apple ID Information, credit report. Neither party can see all the information, and privacy laws prevent some of the sharing between different companies.
Here’s what has to match, Full Legal Name, Address, Date of Birth, Social Security Number. License cannot be expired. If any of the information does not match exactly, identification cannot be verified.

I wanted to know if I made a copy of my license, would I be able to verify my identity that way? Because it’s not working the other way. I don’t understand why I have to verify my identity again. I used to use cash back, then there was an update. Then I had to re-verify, and now it won’t accept my verification. I don’t understand why it won’t accept my license. Please instruct me on what to do? Or allow me to make a copy and verify it that way.
I followed the directions to no avail. For some reason it’s not accepting my identity. But what I don’t understand is it was working until the software update now it won’t accept my identity. I’d like to access my Apple Cash so I can either use it as a payment or deposit in my bank. Please help me fix this problem. Like I said I originally had no problems accessing my Apple Cash until the the update.
