Missing com.apple.eapoclient.configuration.plist after network reset

Hey so earlier I had posted about having some connection issues and so I had trashed all wifi associated plists in the system configuration folder. However, even though I had restarted the system, the plist com.apple.eapoclient.configurations.plist has not been regenerated. I have tried every method to get it back but it doesnt appear to refresh. Is there anyway to fix it, otherwise my network settings are all in working order.
