I signed out of my apple ID and I'm in a region which has no access to phone numbers that apple accepts. It requirequires 2 step verification code and I can't sign in again. I do not have my apple ID running on any other devices and the Email that linked is icloud which has the similar issue. I once comfirm my visa card information fo verification but next it wants another phone number to continue. what can I do ?

It's not helping
in every step it asks me to select my country, my country is Australia but correctly I'm in Iran and it's not on any of the lists.
