Perhaps your refer to a Weather Widget. Touch-and-hold (i.e., long-touch) the Widget…
If you wish to change the displayed location to another city, select Edit Widget, tap Location then select the preferred city or Current Location.
If instead you are attempting to change the list of cities of interest within the Weather App itself - open the Weather App; within the associated sidebar you will see a list a locations for which a forecast has been configured. At top-right of the Weather sidebar, tap the ellipsis (“…”) icon - and from the menu tap Edit List.
Your current location should appear at the top of the list - and below this will be a list of locations that have been added to the list. You can add another location by typing the name of the town or city in which you have interest - and a list of candidates will appear; tap the chosen location in the list - and if correct, tap Add button. You may need to choose a location or city that is near your target - as not all towns and cities will be available for selection.
Each of your configured locations will have an associated red “-“ button. If there are any locations that you wish to delete from the Weather App, tap the corresponding “-“ button.
You can change the order of the locations in the list by dragging them (using the little “hamburger” icons) to the position in the list that you prefer.
When you’re finished, tap Done.

What happened when you were not able to add the location? Any error messages?
For Koloa, and shown on an iPad running iPadOS 16.4.1(a); the most current:
…several locations were offered. Tap the one you want from the list.
If you’re specifying a particularly small town or neighborhood or unusual location name, you might have to use a nearby larger location.
