Can Apple ID "Hide my Email" addresses be stolen?

Someone is using a “hide my email” address created for a different entity.

I suspect my “hide my” email address has been hacked/stolen/compromised. I thought it was created as the UNIQUE link between myself and a NYU entity (newsletter), but am suddenly receiving unsolicited and unwanted emails from a senator’s office, USING THE SAME ADDRESS! What have I missed? How did this senator obtain my “unique” email address? Did Apple sell it?

That usually means the email address has been disclosed by the newsletter whether intentionally or otherwise, or by a service associated with or affiliated with the newsletter. Check with the maintainers of the newsletter.
