someone is using my email for their appleid

I logged into an email address I don't use often and noticed someone has used that email address to create their AppleID. When I attempt to recover and reset password, Apple asks for my phone number which is not associated with my account. How do I regain control of my email address? There does seem to be a lot of third-party accounts being created using this AppleID from outside the country.

Thanks, but that's for accounts where the password is forgotten and the account can be confirmed with another device or method. In my case, someone has simply used my email address for their devices and have used their phone for verification. I'm still unable to reclaim my email address that is being used for their AppleID. Thanks.
