If you are trying to run or install an app from an unidentified developer, then just Right-Click or Control-Click on the file and select "Open" on the popup menu. Sometimes you must do this two times before it will allow you to make a security exception to allow the app to run. See this Apple article for details:

I didn't accurately describe the issue. I run a program accepted by Gatekeeper, not quarantined. That program/site sells 3rd party developer add-ons that are compatible with its software but are now quarantined. I've used a couple in the past before latest OS updates (now Ventura 13.3.1(a). I've re-imported the 3rd party purchases subsequent program update, and they don't run correctly. I tried this terminal entry:
xattr -r -d com.apple.quarantine /(Username]/[path to the program}.
This worked once, for one add-on, (recognized as an identified developer in Privacy and Security) - but not a 2nd time. There was an "Allow Apps from Anywhere" option that no longer appears. I've seen reference to a Drop Quarantine solution; can't find what to drop on/into, what. Sorry for the novel and, thanks for the reply.
