I have a iPhone that was sold to me but it has activation lock on it so I am not able to use it. Is there a way I can contact the person that owns this phone without knowing their iCloud to ask if they can unlock the phone or if they still want there stolen iPhone back
If you have found a device, turn it on and see if there's a message. The owner may have done this:

You will not be able to contact the previous owner. Turn the device into the police.
