This is a phone that I have found, and had it for a little over 2 years. It is locked to owner, and
I don't know how to contact the original owner to help disable the activation lock.

Apple won't help you and we cannot help you. If you found a phone, you should have turned it over to the authorities when you found it. You cannot bypass activation lock and the phone is utterly useless to you.
I'm not sure why you think you should be able to turn off Activation Lock on a phone you never owned?
At this point just recycle the phone responsibly. It is worthless to you and there is NO WAY you can use it.

Apple will recycle the phone. Other than that, no one will want it as they would have no way to contact the owner either. There may be other places locally that could recycle it responsibly so harmful chemicals are not put back into the environment.

We all appear to be in agreement. Drop it off at a recycle location. Apple Stores accept devices for recycling. In the US, BestBuy stores do as well.
Well, if you have had the phone for 2 years, the original owner has certainly given up hope long ago.
I would drop it off at the recycling center.
