I would like to change country/region in Apple Store but it said, I must first cancel my Apple Music subscription. I already cancel my Apple Music but I can not change country/region, I would like to know how can I solve this because I have to download the app for work. My Apple Music will expire on 19 May 2023.

Subscriptions will continue until the expiration date. Canceling them just tells them not to renew after that date. To have it end before that date you need to contact Apple and explain you need it to end immediately.
