On find my iPhone it says no location found for my ipad

If Location Services and Find My is on, then the location will pop up as soon as the iPad is powered on. It does not have to be connected to WiFi as it will "borrow" the network from any Apple device nearby.

It may not be powered or connected to a network. Or, findMy may not have been enabled.
