Can't access photos in Final Cut Pro

Can't access photos in Final Cut Pro

I'm having trouble syncing/importing my photos and videos into FCP. It's probably a simple fix but I'm just not getting it. Here are the things I've tried:

Import Media > Photos > (the photos library is greyed out, can't click)
Photos, videos and audio sidebar > Photos (no media displayed in the box)
Under Settings > Privacy and Security Settings > Photos (full access to FCP enabled, still nothing)

Please let me know if there's anything else I can do that I missed. Thanks

Go to Photos Preferences and enable System Library as shown.

If it's greyed out it will be already selected:

Photos are best on your System Drive rather than iCloud.

Are you using iCloud Photo Library? FCP can only work with photos that are stored locally.

I am having a similar problem with trying to import my photos from my iPhone 15 Max, the format pictures are HEIC and video which is not recognized on my 2020 iMac running with Mac OS Monterey Ver. 12.2 don't want to upgrade to a new operating Version as I have other projects I'm working on. Any solution besides the above, highlighted in Red, which didn't give me the option to click as the area is grayed out

Grayed out means it is the System Photo Library. Are you using iCloud Photo Library? Please give details of what you're seeing where and exactly what you're doing. What version of FCP are you using?

That's a very early version of Monterey.
