safari won't allow downloads

Since upgraded to Ventura safari won't allow download - says I don't have permission.

To view or change permissions, select the item in the Finder and choose File > Get info As far as I know, I haven't changed settings and I'm the only user. Oddly, if I go into the Downloads folder, find the file and change the filename, I can open it. Any ideas?

safari preferences won't save I am trying to change my safari preferences, particularly for downloads, but the settings won't change or save. When I try to save download preferences for a website from ask to allow, it automatically flips back to ask. I tried to change it for all other websites too and when I exit out of preferences, it says ask again. How do I fix this?

What is the exact message you see when trying to download after updating?

In the meantime, confirm you have no additional updates to install via Software Update:

Update macOS on Mac - Apple Support

Then if the issue persists, test if you can download properly in safe mode. Restart your Mac using the steps below to enter safe mode.

Start up your Mac in safe mode - Apple Support
