I am trying to change my safari preferences, particularly for downloads, but the settings won't change or save. When I try to save download preferences for a website from ask to allow, it automatically flips back to ask. I tried to change it for all other websites too and when I exit out of preferences, it says ask again. How do I fix this?

Quit Safari and reboot the computer. See if that has any positive effect.
If a simple reboot of your Mac doesn’t fix things, see if the problem still happens in Safe mode. It can take much longer to safe boot (5 min) so be patient.

I finally got around to rebooting my computer and I found that the problem does still persist.
Even when I change other settings, it does the same thing or it will change and I come back to the same page in settings, it has gone back.
I am not super well versed on how to deal with Mac system problems so I'm at a loss. Is there anything else that may work?
