Your iPad should chime when connecting to its Power Adapter. An audible chime is not, of itself, an indication of a fault.
If you are using a USB-C Power Adapter that supports USB PD (Power Delivery), the iPad will chime upon connection to the Power Adapter - and if the Power Adapter switches to a different power-profile while connected to the iPad. There are many factors that can cause the power-profile to switch.
