Why do I need to do this when I’m just upgrading?

What are you “upgrading?” If you are trying to update the iOS, you should not be asked for a payment method. But if you are updating or downloading apps, be advised that many ask you to have a payment method on file because even though the app is free, it probably has in-app purchases available. Or many offer the chance to upgrade to a premium version which is not free.
