I have FCP X installed on my 2 laptops - on my old broken and unused MacBook Pro 17" and on my MacBook Pro 2019. I would like to deregister FCP X from the old MacBook Pro 17" but it is broken in order to use it on another second machine. How can I do it?

You don’t have to do anything. The application is not registered to your machine only to your Apple ID. You can have it in as many computers as you open and control. What do you plan to do with the broken computer?

If you don’t want to replace the GPU I would guess you should recycle the machine. If you can boot it off an external drive I would do that and fully wipe the internal.
GPU is broken. Not physically, just stoped working. No Apple Care. It is fixable, meaning needs to be replaced, but the working GPU costed ca USD 700-800 a 3-4 years ago. Somebody told me I could use it as a kind of work station but I had no time then to do it.
