We're not seeing that you must be in the same country to use Family Sharing with Apple Music in the article viewed before posting or this one:

Having said that, you must be located in the same country to share purchased items as described here:
"Note: To share purchases, family members must be in the same Apple ID country or region. If a family member changes their Apple ID country or region, that person might lose access to other family members’ purchases, and installed apps that were shared from other family members might not work. See the Apple Support article Change your Apple ID country or region."

We'd advise to contact Apple Support to verify if the same country is needed for all Family Sharing features, such as Apple Music. They'll be able to advise you of the Family Sharing rules.
