Facebook uses facebook messenger to make video calls.

You use facetime to facetime your granddaughter, if she has an Apple device and facetime activated.

FaceTime is an Apple service that only works on Apple devices. A Portal is NOT an Apple device.

No, you cannot make FaceTime calls on a Portal (which, by the way has been discontinued). You can make Facebook Messenger video calls. They are not the same thing. There is nothing in the description on that page that says anything about FaceTime.
