Why won’t my ipad shut off by itself ?

The iPad should turn off the screen after a specified amount of time as set in Settings ➜ Display & Brightness ➜ Auto Lock.
This does not shut off the iPad entirely, merely puts it to sleep.
There is no automatic complete shut off.
