Synching Files stored in “on my iPad“

I am having trouble syncing files that are in the Pages app that are stored in the directories called “on my iPad“. In order to sync do I have to put copies in the iCloud Drive folder first? Or can I sync documents that are stored in folders and apps “on my iPad“ directly to synched devices?

Perhaps not immediately obvious, but your On My iPad and iCloud file storage are entirely independent. Anything saved in On My iPad is local storage on the device - that is not synchronised with iCloud or other devices.

Many Apps, such as Pages, allows you to configure your preferred storage location to meet your needs. If you wish to synchronise with iCloud and other Apple devices, you’ll need to select this in iPad settings:

Settings > Pages > [Allow Pages to access] Document Storage - select iCloud Drive

Having selected iCloud as the storage location, the Pages App will use this as the default storage location for its documents - and will have created a corresponding App library folder in iCloud storage.

Should you choose to do so, you can move (or copy) your existing Pages documents to the iCloud folder - either using the Pages file browser, or using the File App.

I have an iPad that is completely up-to-date, although I had not done what you said because I missed it I did go in and do it and changed document storage to iCloud Drive. But I still have the same problem I have to manually save it, actually save a copy while I’m in the document separately to the iCloud Drive. I do have a Pages folder in the drive, which I’ve always had. But I can’t move documents over or copy over From the private directories in pages “on my iPad“, over to the pages directories on the iCloud Drive. The only way I was able to do that was to make a new folder, copy all my documents and other folders into that new folder then it allowed me to move the entire folder over to the iCloud Drive within the pages directories on the iCloud Drive. But it won’t let me take it out of the new folder and just place it one level up in the pages directories itself, as you suggested. It seems to be some sort of quirk, but now that I know if I want to sync it I have to separately save it to the iCloud Drive. Even with the iCloud drive selected as storage for documents it is still not doing so. And yes I have course have pages selected as accessible to iCloud.
