My iPhone 13 doesn't have the vibrate option in sounds and haptics at all. It is on in the Accessibility Touch menu but not available in the regular Sounds and Haptics. This is frustrating as I need the vibration alert when in silent mode for messages.

My iphone 12 Pro Max also does not have vibrate on ring or vibrate on silent settings anywhere. Play Haptics in Ring Mode is turned on but also does not vibrate. I thought my iphone did have those controls, but a software update must have eliminated them. So How do I make my phone vibrate on ring? Why did Apple turn off this feature???

How do I turn on the vibrate mode on my iPhone 13 Pro when vibrate mode is not available in sounds?
I have both haptics in ring and silent mode turned on and my IPhone 13pro still does not vibrate.
It appears that everyone using 13 seems to have the same issue including myself. This is frustrating since I am constantly missing important calls. No matter what I do, I only get the first vibration and subsequent ones are too weak to recognize. As I think about the issue more carefully, I concluded that this issue is insignificant as long as I am wearing my Apple Watch but is significant when I am not wearing my watch at home. With that I make a reasonable assumption if Apple may purposely doing this in order to increase selling their watches. If not, they’d have already fixed this kind of simple issue. It is not right to miss so many important calls with this expensive phone with the highest possible systems. I should not have to wear my watch even when I am at home for the sake of not missing any calls.
I have all these settings set properly and I still don't get a vibrate for anything on my phone anymore.

I had the same issue, it's not always about sounds and haptics. Verify that Vibration is enabled in Settings > Accessibility > Touch > Vibration. If it's not enabled, tap to enable the feature and test for vibration.
Those setting were already turned on for me. Still no vibrate.
Open Settings ➡️ Sounds & Haptics: Scroll all the way down and you will see Play Haptics in Ring Mode and Play Haptics in Silent Mode.

I have the regular settings features turned on including both haptics in ring and silent mode turned on and my IPhone 13 still does not vibrate.
Along with the other two things, vibration is enabled and haptics is enabled in silent mode, go to settings -> phone -> sounds -> my setting for vibration was set to None, once I changed to a particular vibration it started to vibrate again.
