Icloud trying to seek money from us

Some time ago I brought 50 gb to iCloud because my 1gb was full, now iCloud tells me its full again. After searching what takes so much space i came to conclusion that it is messages the largest conversation is 12gb, so I asked that person to look how much space our conversation takes on their phone(iPhone 13pro max), and they said it is only 2gb, so I thought maybe something was deleted from their phone in our conversation, so we met up and looked that they never deleted anything not a single word it was all the same, so i thought maybe conversation goes to phone storage but photos to icloud. Wrong it all saved to their iPhone storage. So now I think apple just trying to make money by saying the larger amount that chats, photos take, so we buy more and more storage.
