Intune shared iPads: why cannot save keychain in iCloud?

I have several shared iPads managed by intune.

First, people cannot add passwords directly in keychain, but only when authenticating through Safari in domain names allowed by intune. If the password is added in keychain in this way, after they can modify the password or delete it. I cannot understand this limitation.

Second, keychain are not saved in iCloud, so when they switch device (devices are shared, so users are expected to use different devices) they don't find their passwords because they are not synced through iCloud.

Does someone know a way to sync them in iCLoud?

You might be best advised to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page.
