How do I gain access to family share plan photos, etc for my kids?

Family Sharing doesn't include photos. This needs to be set up separately and is done through a shared library where the various individuals can elect to share photos of their choosing. This process is detailed at How to use iCloud Shared Photo Library - Apple Support. There isn't a means to remotely see the photos on another device.
