Upgraded A1708 MacBook Pro 2017 to macOS Ventura 13.3 version, experiencing slower keyboard and mouse response and smaller keyboard buffer.
Any clues or solutions for these issues?

It appears you have a MBPro 13" (2017) non-touchbar model.
I believe you are a couple updates behind since I've heard 13.4 may have been released now.
Try an SMC Reset and PRAM Reset (hold the PRAM Reset for at least two chimes if possible).
See if you have the same issue while booted into Safe Mode.
