Email Flags Not Clearing

Since the Venture 13.3.1 update several weeks ago, when I delete a flag from an email, the flag visually goes away but the email continues to stay in the Flagged mailbox. Does anyone know how to clear this up? Today's 13.4 update did not resolve the problem; unknown to me whether or not 13.4 includes any mail.app updates/fixes.
