MY PROBLEM HAS BEEN SOLVED!!! My Discover Card is now in both my phone and my watch's wallet!!! Yayyyyyyyyy!!!! After spending hours on the phone with Discover and Apple...a very nice and wonderful "Senior Advisor" at Apple discovered that all I needed to do was reset my network settings on my phone. After the network settings were reset, I was able to add my Discover Card to my wallets without a problem. Amazing!
Reset your network settings:
If you're using iOS or iPadOS 15 or later, tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings. If you're using iOS or iPadOS 14 or earlier, tap Settings > General > Reset > Reset Network Settings.

3.Contact your bank or card issuer if you see the following error messages while adding your card to Apple Wallet:
Apple does not approve or decline cards for use with Apple Pay. If your card was declined, contact your bank or card issuer.
If you have multiple numbers listed on your Discover Card profile, make sure that the phone number you are adding your Discover Card to is listed in your Discover Card profile as the mobile number.
If you have an authorized user on your Discover Card account, the authorized users phone number has to be in your profile as the mobile number. According to Discover support, it shouldn't make a difference, but changing the mobile number to the authorized users number allowed the second Discover Card to be added to the authorized users wallet. It's kind of cumbersome if you have authorized users on your account because you need to juggle the different phone numbers to get the cards added to wallet.
Hey, Rohit! Yes, I have an Apple Watch Series 7 and I performed a "reset to factory settings" prior to adding my Discover card successfully to my Apple Watch. When I was on the phone with Apple Support, they suggested that I performed this reset. Hope this helps! :)

Now I’ve Discover card in both iPhone 14 Pro and Apple Watch Series 7.
Resetting my network settings when I was on with Apple support didn’t work. But I just tried it again and it did this time. Looks like they’ve fixed the problem!
This is a problem with your Discover card. Mine works with Apple Pay.
One thing that may prevent any specific card from working is if you are using VPN in your network connection, or if you even have a VPN profile installed, even if it isn’t currently turned on.
Also, have you tried adding it on both cellular data and Wi-Fi?
I found out last night that it is NOT a problem specifically with iPhone 13 Pro Max phones. I logged out of my Apple ID account on my iPhone 13 Pro Max and logged into my husband's iPhone 14 under my Apple ID account. I could not add my Discover card to my phone wallet or my watch wallet. Same exact problem!!! My husband can add my Discover Card to BOTH his phone and his watch with no problem under his Apple ID account, so I think that this is an issue with people's Apple ID accounts. I don't think it's a problem with Discover at this point.
I've called Discover and this is a known issue (and has been for several MONTHS) with no known end date. Apparenty, it's been an issue since before digital wallet spending was a bonus category (and they didn't even both to widen digital wallets to include Sam's pay/Walmart Pay, Target Wallet, etc- or anything else that works with Apple iPhone). I don't buy gas (petrol, better name if you ask me), so I'm left out. I just got my DiscoverCard (I know most people get it early, butit like #14 for me), so I get points doubled at the end of the year, so I am effectively missing out on 10% cashback.
I spent 30 minutes on the phone with Discover, escalating it all the way up to their top tier techs. They couldn't help me because there was no record of Apple ever contacting them to add my card. This, after my card was removed without any reason from ApplePay the first time I added it. When I try and add it again, it serves up terms and conditions from 2016, which are surely out of date. Bottom line: The problem appears to be on Apple's end, not Discover's. Note: I was trying to add it from an iPhone13 ProMax
I tried with cellular and Wi-Fi. I spent about an hour on the phone with Apple tech support and another 30 minutes with Discover and haven’t resolved it yet. Discover says they have no record of being pinged for approval so it is possibly an issue with the service that does those approvals. I’m going to call Discover back in a few with some specific questions to see if we can find the problem. Everyone - Apple and Discover - has been very helpful. It’s just a weird glitch somewhere.
So here is where things stand: Apple Pay is not reaching Discover for the approval. It’s really that simple. The reason is unknown but I sent Discover’s answers to the Apple tech service person working on this for me. Both Apple and Discover have been helpful but my guess is that Apple is pinging a server for approval that isn’t in service.
I had the same exact problem yesterday with discover- got the same message when I spoke with Discover. The pinging system is not working whenever I try to add my card... please let me know if this is resolved!
